The health of the people of Somalia remains in a critical situation with high mortality rates, limited access to health services, malnutrition and unhygienic lifestyle. The need to improve access to health services and build government capacity in Somalia is targeted. The plan establishes a framework for allocation of resources and improving effectiveness of external support.

Public Health Scenario in Somalia

High levels of disease outbreaks are due to lack of government access; ongoing insecurity; limited coverage of healthcare services; absence of essential health, nutrition, water, sanitation and hygiene facilities across most of the regions of Somalia. Major determinants of population health are lack of security, poverty, poor nutritional status of the population, the low status to women, high rates of female genital mutilation, lack of access to health services, low immunization rates, lack of access to potable water and safe sanitation, poor health behaviours and increasing unhealthy lifestyles.
Directorate of Health with local and international organisations through cooperation agreements continues to expand service coverage of quality healthcare that requires better use of available resources and coordination from all humanitarian development agencies in the health sector. Somalia continues to address the long term population need for financial support in the health sector. There is an urgent need for research along with innovative and practical public private partnerships. External support from international health partnerships and traditional bilateral donor agencies is the mainstay of financing public health sector. The new policies implemented are beginning to improve number of strategies and programmes for reproductive health, nutrition and mental health in Somalia. External agencies and international consultants have proposed comprehensive amalgamation of disease specific plans and strategies to strengthen health system and expand access to quality services.
It is important to build capacity and better leadership in governance for a better health system and improve services to the population; develop plans and budgets at the Central, Regional and District levels; increase funding partners to secure the financial resources needed; implement plans and support the strategies to reduce transition costs associated with development support; coordinate communication to NGOs and other partners. The healthcare services available at primary health unit, health center, referral health center and hospital include programmes for maternal, reproductive, neonatal and child health; communicable disease surveillance and control; promotion of sanitation and environmental health; first aid and care of critically injured patients; treatment of non-communicable diseases; management of chronic conditions and other diseases; geriatric, palliative, dental, mental health and disability issues.
